I regret the preparation of the note has taken some time and only reached an agreed form on the 22nd of this month, but have been particularly engaged in connection with the Hong Kong aircraft dispute and the Financial Conference which commenced today in an endeavour to reach a final settlement with Hong Kong on claims arising out of the last war.
